Building beside people who have already moved in
Staged residential delivery creates a safety problem a greenfield site does not have: the people most exposed to the works are residents, and they have not been inducted.
On a staged medium-density site, the separation between an occupied stage and an active one is a designed control, not a fence that goes up when someone notices.
The controls that matter are the access route, the hoarding line, the delivery window, and the person responsible for checking both every morning.
Worked example — Wantirna, Kingloch Parade. Because stages were handed over while later stages were still being built, residents were living on the site for most of the twelve-month programme.
The controls that make that workable are set as part of the staging, not added once someone moves in: a resident access route separated from the construction route, a hoarding line drawn to the stage boundary, delivery windows set outside school and commuter peaks, and one named person checking both every morning before work starts.
WestUrban’s safety systems were recognised with the 2025 Excellence in Health & Safety award.
